 Pro Audio Card doesn't play computer's C.D.?

I posted this question in the sound card area, but I thought my fellow radio people might be able to help me too.
I have an Echo Gina 24 audio card for our radio group's production room computer, and I just found out today that when I play a c.d. in the computer, it plays, but no audio comes out. I went to Echo's web site, and am now wrestling with the idea that this "pro" audio card doesn't function as the computer's "multimedia" card? Does anyone else have this problem? It seems weird to me to have to have two sound cards in one computer. Yes, I have an external C.D. player, but I'd think this one should be working. I have a regular C.D. ROM drive, and a CD-RW drive, audio comes out of neither.
The support site said something about a jumper having to be installed from the C.D. drive to the sound card, which is possible, but what about the fact I've got TWO C.D. drives. Two jumpers, or what? It is very likely the computer people who put our computer together missed this, as they've already made a couple other mistakes.
One other thing - I don't have a regular windows volume control panel - to mute or bring up the separate volumes. I've got it on my desktop, but it doesn't open.
