If you had to buy 3 soundcard to plug into random (but decent, no chainstore wonders) desktop computers and have *work* cleanly and *uninstall* cleanly, with minimum driver agony under 98, 98SE, with 2000 Pro and ME a bonus, with the following requirements....
2-Ch only
44.1/48, 16-bit is fine.
Never gonna use the mic input.
SPDIF out a big plus.
SPDIF in a minor plus.
Want stable, benign drivers, rather than
"wizbang" swooshy SFX.
... what would *you* buy? Or would you give up and go USB?

I think that would also depend on another very important factor - what your budget is.
Since you didn't indicate one way or the other that this is an issue, it's a little difficult to for me to recommend anything.
I'm sure someone will have some ideas off the top, though...

How about answering that two ways?
One if my budget were $175x3?
Another if it were $450x3?

I don't know why you're asking this here as most of the folks using CEP or even CE2K tend to go for more full-featured sound cards, but here's my 2-centavos:
Since you're not looking to do anything fancy I think you should go "mainstream" reliable and get a Creative Labs Sound Blaster Live! card with the features you want. If you get the retail version you'll get plenty of support and these cards have been proven in _millions_ of computers.

Actually, I had forgotten about this thread.
I had intended to do the price checking, but got blindsided by a pile of work, as well as trying to finish the new studio, _and_ trying to get my household moved (a 65 mile trip) all at the same time - and still in the middle of it...so I haven't had the time to go shopping lately.
Without being able to look at any others, I'd drop right into the middle of your price ranges and look at some of the more inexpensive Echo cards - however you'll only be able to use them reliably with 98, 98SE, and ME. The 2000 drivers are still beta. Sorry I didn't (and don't, currently) have time to look around more for you...
I would also tend to agree with Bruce about the mainstream, IF you can tolerate the noise floor these cards exhibit.
