Here's my setup:
Win 98SE
Aardvark Q10
Cakewalk ProAudio 9
CEP 1.1
I've got some Wave 2.2 plugins that I think are fab, but I'd like to upgrade to 3.5. When I installed the demo version, CEP wouldn't work at all, either standalone or as a tool in PA9.
Anyone else encountered this? Do I need to upgrade CEP and/or Cakewalk? Or am I just unlucky?!?

I don't know if it would solve the problem, but your version of CEP is certainly due for an upgrade anyway. At the very least, you should upgrade to v1.2a - which was the last maintenance version before the current release (v2.0).
This latter has had a number of problems reported by some users, although others seem to be happy enough with it. By all means try it out for yourself and see what happens - but do go to 1.2a.
