Hi, i'm looking for a specific effect that was used in Cheer's song in 2000-01. That effect gives an electro effect to the voice. it is also used in uk remixes. if you know what i'm talking about. can we use that effect in Cool Edit?

You can use the effect in CE, but you will have to add a plug-in .
If you search this forum's archives, you will find a long discussion about how this effect was produced. Apparently, although many of us thought it was done using an Antares Auto-tune, the claim is that it achieved by another method entirely.
However, you can achieve the same effect using the Auto-tune DX Plug-in - but it will cost you!

If you wanna try it make a search for CELOMONY site.

Somehow, I don't think Celemony will too chuffed at having their flagship software referred to as "it's a pitch corrector like antares autotunes".
There's just a little bit more to it than that - the price, alone, should give you a clue. You could buy nearly two Antares hardware units for the price of the Melodyne software.
