I'm new to CE and coming from antiquated FastEdit. I can't figure out how to lay down the voice track then get ambient sound behind it and insert actualities. What I'm seeing is a L/R stereo screen which is meaningless to me. Why can't I see the waveform oof items in clipboard. Wouldn't I want to place elements in clipboard then bring them one at a time to the main file to build a piece?

What version of Cool Edit are you using? If it's CE2000 without the multitrack add-on you are constrained to cut/paste/mix-paste operations. You can have multiple files open and switch between them but you can't drag and drop. If it's CEP2 (or CE2000 with the multitrack option), then I would strongly recommend you use the multitrack view where you can lay out your items in a visual fashion and mixdown the result to a final stereo file.

Having used CE2000 and CEP1.2a and CEP2 for news editing, I can tell you categorically that CEP2 is best, precisely because it lets you open up the individual files you want in edit view, switch quickly to multitrack and layer them quickly directly from the file menu within the program. Whereas there are several clipboards available in CE, this is not the basis of placing items in the non-destructive multitrack view - this works on the basis of files, not the clipboard.
But within CE2000 and CEP1.2a it is quite possible to have your files in a Windows folder open on the desktop and drag them directly into edit view - it's just more convenient in CEP2 to do this without having to sod about with the desktop. If you want to do this with files that are open in edit view, then you can quickly place them by right-clicking on the track you want, and following the options - this is easy.
But to do this, the bare minimum you need is CE2000 with the multitrack option, which will give you 4 stereo tracks to play with - more than enough for news! Also, it helps not to have any preconceptions when coming to the S/W - nearly everything is possible. but probably not in the way that you are used to. This doesn't make it wrong, just different!

Just to add to what others have said, I have converted a number of journos from FastEdit to various versions of CE.
The crucial thing is to set aside an hour or so to re-program your mind to the new software while you practice using it. Once you have made the leap, you won't ever want to go back.
For specific answers, as Oz says, we will need to know what version of CE you are using.

Yep, I didn't know about drag 'n drop from the explorer either - when I said above that you can't drag 'n drop in CE, I was thinking of how in some systems you can have multiple files open in multiple windows you can have tiled on screen, and then drag 'n drop the waves or parts thereof between the windows - which isn't (I think!!) the CE way (though as SteveG says, there are other facilities within CEP2 which are as powerful or more so in placing your material).

A couple of things: I suppose that I'm only slightly surprised that a lot of people don't know that you can drag and drop in edit view... and with hindsight, perhaps what I should have pointed out (for the benefit of new users) is that this works just as well with the multitrack view - all that has happened from a conceptual point of view in CEP2 is that a dockable window has been provided within the program for doing this. Okay, the window does a few other things as well, but it is in principle, just a posh Windows folder!

Once you get your brain and fingers used to the fact that the only thing that changes is everything, you'll be fine.
If you've spent years on an antique program like Fast Eddit, then you are going to have to go through the learning curve of Cool Edit. It's not the same. Never will be. That being said, it can be made to do similar things, but it'll also do a hell of a lot more than you ever though. So just dive in, the waters fine, and there'll be someone here with a lifejacket when you need one.
