Has anyone done this or know how to? I want to setup a machine that records into CoolEdit when the studio microphones are on, then stops when they're off. Like an aircheck tape deck...except goint to CEP.
Our engineer will do it if I can point him in the right direction of figuring out how it's done.

How about this - and you won't even need an engineer: Start recording before you go on air, stop recording at some point after you're off air, delete the extraneous audio. End result the same and there's no need to try to figure out how to reinvent the wheel, ya know?

Use recording software which has 'vox' ability - which Cool Edit doesn't have. But you could use Cool Edit on the result. AudioMagic for instance will turn itself off and on, and will record to mp3 to save disk space if necessary. I have no qualms about mentioning it here as it is hardly a Cool Edit competitor....
