 Low voice, high noise

I'm new at this. I'm trying to edit a audio file. There is a low voice and noise that's just as loud. It makes it hard to listen to.
I made the recording on a IC recorder. The recorder has a frequency response of 150HZ to 3500. I had the volume contro set in the middle. Can anybody help.

What version of Cool Edit are you using? How familiar with it are you? Do you know how to use the noise reduction functions? Do you know how to manipulate the parametric EQ? Answers to these questions will help us know where to start in answering your question.

I have CE2001. I can also edit on my sons CEPro v1.2 if necessary. I am somewhat familar with noise reduction, but not parametric EQ. When i did noise reduction it seemed to take some of the volume of the voice with it. I was very careful not to get any of the audio i needed in the sample to reduce.

If the noise is just as loud as the voice, you won't get too hifi a result from noise reduction, I fear. A fair bit of experimentation with the parameters will be required to determine the optimum settings but you're probably aware of that. You could of course raise the level of the result by transform > amplify or normalise. I doubt whether eq is going to help much either, but if you do have parametric eq on your system, try creating a peak in the response at say 2000Hz and see if it improves audibility of the voice, then try moving the peak from side to side to see if there is any frequency where you get an improved result.
