I worked on a project with multichannel effects...
my question is, to burn this project on a cd-r and hear it on a digital receiver.
is there a way to create a dolby digital cd?

Unfortunately, no. Dolby and DTS are not in the business of catering to the consumer market and attach hefty license fees into these applications. None of them are cheap. I don't even know of an illegal way around this (nor would I promote it if I did).
The only worthwhile free 5.1 product is Windows Media Audio 9. There is still a bit of a chasm between computer 5.1 and home receiver 5.1, and no home receiver that I know of will "read" a 5.1 WMA file, and most people don't hook up their PCs to their home theater system.
Some DVD players will play back WMA files in the same manner as mp3 CDs. I'm looking forward to the day when something beyond stereo is supported for WMA. More and more hybrid players are entering the market for DVD-A and SACD, requiring 6 analog outputs, so hopefully one of these will soon support 5.1 WMA, and then voila, you'll have free 5.1 encoding for home theater playback.

Here is a basic way I've found to "fake" a system that has Dolby Pro Logic into giving you surround. This isn't a standard but it does work.
Ok, first take the wave you want to have play in the rear channel and convert it to a stereo wave if it's mono. Now go to Effects, Amplitude, Stereo Field Rotate. To put it in the left rear speaker, rotate the wave negative 65 degrees. To put it in the right rear speaker, rotate it positive 65 degrees. When your done, go into multitrack mode and mix them down into a regular stereo wave. Then burn to an audio CD format.
This won't give you discrete 5.1 but it will give you surround and it's free.
