Can I change the notes created by the vocal? Like put a melody in the record. For example: The notes of the music is G - C - D, but the vocalīs notes are wrong. Is there any way to "fix" the vocal notes?

Not really, Takaki.
IF the vocal was by on a track by itself, then I suppose you could use Cool Edit's "Stretch" feature to transpose the vocal to the correct key, providing it's pitch is consistently off throughout the track. (How the heck did that happen?) But once it's been mixed, no.

It's called pitch correction. It's possible to do in CEP with the pitch change effect, but it'll be easier to buy an Auto Tune plug in. Anatares makes one.
