Any way you know to get the "dopler effect" ?!?!
Tried pitch and stretch but maybe I'm not using it correctly.....

In Edit View only, not Multitrack, you can apply this destructively to a file with Effects/Time-Pitch/Doppler Shifter.

This assumes CEP2.1, though... ;)

OOPS...
Thanks for the imput but don't have CEP2.1, just CE2k
It's nice to know there is something, out there.
Any other ideas ?!?!

The "Tweakin' Toys" plug in for CE2K includes the Pitch Bender which MIGHT let you create the sort of effect you want.
However, considering that Adobe are going to discontinue CE2K and are offering a favourable upgrade price right now (wish I'd got that offer last year!) it might be a good time to consider the move to 2.1.
