 RBC Voice Tweaker woes

Anyone know the secret to getting RBC Voice Tweaker to work within Cool Edit 2000? I bought VT a couple of months ago, mainly to pitch-shift single-note WAV instrument samples (because I had this notion that VT might do a better job of preserving instrument "formants" than CE's built-in pitch-shifter), but usually when I try to use it, it seems to have no effect on my WAV whatever. What am I doing wrong? At first I thought maybe it didn't like WAVs with peak amplitudes above a certain limit, but it refuses to work on quieter WAVs too. My next theory was that it didn't like WAVs with sharp attacks, but I've blown that one, too. I've gotten no response whatever from the developer.

I'm pretty new to sample-editing, and am quite willing to believe that it's user error. But I can't figure out what.

This reminds me of a similar situation that happened to me. I couldn't make changes until I realized that one had to HIGHLIGHT either the entire .wav or a section therein! Now, of course I'm not implying that you're even remotely as dumb as I...I just HAD to say this, though!
