I'm having trouble finding an encoder that will not change sampling rates with lower quality files. I also find that on most (maybe all?) encoders, stereo sampling rates will be different than mono. Here is an example...

stereo

20 |
24 | = 11.025
32 |

40 |
48 |
56 | = 22.050
64 |
85 |

96 thru 320 = 44.100

mono

8 |
16 |
18 | = 11.025
20 |

24 |
32 | =22.050
40 |

48 |
56 | = 22.050/44.100

64 thru 128 = 44.100

These numbers were taken from a friends program. Sinse I couldn't find a program that would give full control, I started to think that this type of thing was automatic, and part of the encoding process. However, I can't find documentation that supports that theory, and have sinse noticed that other encoders aren't the exact same. Is it possible to have an 8kbps stereo/mono MP3 at 44.1khz? How about a 320kbps stereo/mono MP3 at 11.025Khz?(Not that I need such things, but I'm discussing this with someone and can't seem to find a definitive answer.) If yes to these questions, do you know of an encoder that allows this type of controll?

Although I can't answer the question, such limits would make sense. It would keep people from trying to make 64k files at 44.1kHz in an effort "to preserve the high end" while mucking up ALL the audio...
