From the following link

one can download the free unrestricted four-slot version of VB:Rack, which allows you to chain four DX plug ins, which (and this is the point of this post) can include VST plugins via a VST wrapper. So you can run three DX plug ins and one VST, or two and two, or four VSTs, whatever. Worth a look if you are using Cool Edit 2000 - but I believe Cool Edit Pro V2 has this functionality built in.
Also - sorry if these have been mentioned before - I have tried a search of the forum before posting - but the Blue Line plugins are well worth a look/download, especially as the price is very reasonable ($35) for this comprehensive bundle, which you can trial for free:-
BluePhaser - enables complex sound-creation
BlueFlanger - a classic flanger that creates sounds from a light animation to wild screaming oscillations
BlueChorus - a chorus for up to four voices
BlueDelay - a flexible delay processor that offers a high- and low-pass filter and a tempo delay page for easy handling of synced delays
BlueMultiTap - a multi-tap delay with eight adjustable volume, pan and delay taps and an additional global high- and low-pass filter
BlueParamEQ - a four band EQ that uses shelving-filters for the bass and treble bands and full parametric peak-filters for the two mid-bands
BlueFilter - a multimode filter that has low-/high-/band-pass or band reject and great modulation possiblities
BlueGate - an extended noisegate with ADSR envelope for chaning the source dynamics
BlueCompressor - a compressor with adjustable softknee, best suited for individual signals
BlueReverb - an easy to control reverb that offers six templates and adjustable diffusion, color and damp faders
BlueStereo - stereo effect that uses phase distortion and delays to create a stereo signal from a mono source
http://www.sonicspot.com/bluelineplugins/bluelineplugins.html is the place to look.

Blue Line plug ins have been around forever. There's really nothing there that you can't get using the built in CE/CEP plug ins. In fact I'd say that the Syntrillium ones are generally better.

Oh - thanks. So that helps explain why I sometimes sit confused by the range of choices before me! A thouht though - if one wants to use several effects at once, (some might, some might not of course), in CE2K you could only do that with external plug ins via the VB Rack, so having (say) four Blue Line (or whatever) plugins at once might be handy.
